Who an agent contacts

An outreach agent contacts the creators you target with filters, lists, or segments, minus the creators it always skips and the ones you exclude. This article explains who is left out, the order the rest are contacted in, and why fewer creators can remain than you expect.
Where to find it
- On Outreach > Outreach Agents, the Creators Reached column shows how many creators each agent has contacted and how many are remaining.
- An agent's Target Creators Step has Creators to target, Creators to exclude, and Final creator count, the number of creators the agent will contact after exclusions.
- Agents that send invitations also have a Target Collaboration Step, with Creators you have already invited. A target collaboration is TikTok Shop's invitation for a creator to promote your products.
Who is always skipped
An agent always skips these creators:
- Creators it has already contacted. That includes creators TikTok refused an invitation for because of the creator, for example because they have more followers than your TikTok outreach tier allows.
- Creators in lists you've marked as excluded (Mark as excluded in Affiliate CRM > Lists), and creators who have blocked your Shop. See Creators and lists.
- Creators in the segments and lists you add under Exclude by Segment and/or List.
- Creators outside your Shop's market, including creators whose market we don't know.
- For filter agents, creators who already have an active sample request with your Shop.
How to skip creators you contacted recently
Exclude already messaged is off to start, so an agent can contact creators your other agents have already reached. To skip creators your Shop contacted through Euka recently:
- In the agent's Target Creators Step, under Creators to exclude, turn on Exclude already messaged.
- Set Exclude if contacted within past to how far back to look, from 1 to 90 days. It's 90 to start.
The setting checks the agent's own channel. Target Collaboration + Message and Target Collaboration Only agents skip creators your Shop invited, and the other agent types skip creators your agents messaged.
On the agent's page, the setting shows as Send to All. Yes means it's off.
Email campaigns have their own Exclude already emailed, which looks only at emails your brand sent. See Email campaigns.
Creators who already have an invitation
TikTok lets a creator have only one ongoing invitation per product when their dates overlap (as of September 2026). Creators you have already invited decides what an invitation agent does with creators who already have one of your invitations for any of its products. Creators whose invitations are only for other products are invited as usual.

A skipped creator misses the whole invitation, even if only one of its products overlaps. So when you add new products for creators who already accepted others, give each new product an agent of its own.
Move them to this invitation is available to US and Mexico Shops. On a Shop in another market it's grayed out, with "Not available for shops in your region yet. For now, only US and Mexico shops can use it.", and the agent keeps the accepted collaborations instead. An older agent that was set to move creators is saved as Leave it alone the next time you edit it.
The order creators are contacted in
- With Filters, the matching creators in your Shop's market with the highest affiliate sales (GMV) over the last 30 days come first. A filter agent works through at most 100,000 creators.
- With Lists and Segments, creators aren't ranked by performance.
- A segment agent contacts creators as they enter its segments, and each creator only once, even if they leave and come back. It doesn't stop by itself.
Segment agents and entry time
Send to creators who have entered segment after a specific time is off to start, so a segment agent contacts everyone already in the segment. When you turn it on, its Start time is filled in with the current time.
The agent then starts at 0 creators and contacts only creators who enter the segment after that time. Set an earlier time to include creators who entered before.
When an agent stops by itself
A filter or list agent stops, and we email you, when almost no one is left and it has no follow-ups due or scheduled:
- A filter agent stops when fewer than 10 creators are left.
- A list agent stops when fewer than 3 are left, or fewer than 5 if it sends DMs (direct messages) without an invitation.
To keep going, widen the agent's filters or add creators to its list, then click Resume. You can also create a new agent.
Why the remaining count can be lower than expected
- The count leaves out the creators who are always skipped (see above), and the ones Exclude already messaged leaves out when it's on.
- It also leaves out list and segment members we can't match to a TikTok creator in your market, including TikTok accounts that belong to Shops rather than creators.
- The count updates while the agent runs, so a stopped agent's count can be out of date.
FAQs
Why does my new segment agent show 0 creators?
You probably turned on Send to creators who have entered segment after a specific time and kept its start time, which is the moment you turned it on. Only creators who enter the segment after that count. Pick an earlier time, or turn the option off.
Will my agent contact creators that my other agents already reached?
Yes, unless Exclude already messaged is on. Otherwise an agent skips only the creators it contacted itself.
Why wasn't a creator invited to my new product?
They had already accepted an invitation that includes one of this agent's products, and Leave it alone skips them for the whole new invitation. Put the new product in its own agent, or, on a US or Mexico Shop, choose Move them to this invitation.
Does a creator hear from a segment agent again when they re-enter the segment?
No. A segment agent contacts each creator once.
Why is the remaining count smaller than my list?
Some creators are skipped, and some can't be matched to a TikTok creator in your market. The reasons are listed above.
