Licensed Content is your library of content you can reuse. From here, you download files, get HD versions from creators, and send videos to Meta.
Why use it
Once you've licensed a creator's video, you still need the file, and you need it in your ads. The library keeps what you've licensed in one place, where you can download it or send it to Meta.
Where to find it
Go to Ads > Licensed Content. The UGC tab (short for user-generated content) holds the creator videos and images you've licensed, and the Brand Assets tab holds files your team uploads.
Above the tabs, Needs attention shows usage rights waiting on you (Negotiating, Pending payment, and Commission due), and each one links to Ads > Usage Rights. Usage rights are a creator's permission for you to use their video in your own ads.
Who can use it
Licensed Content is in every plan. Sending videos to Meta also needs Meta Ads turned on for your brand: see Meta Ads: setup, program, and payouts.
What lands in the library
UGC content arrives when its license starts. For a usage rights request, that's when the creator accepts a free or commission-based offer, or when you pay a flat fee: see Usage rights.
Content licensed through the Meta Ads creator program, retainers, contests, marketplace campaigns, and Spark Ads lands on UGC too, and the Source column says which. Spark Ads are TikTok ads that run a creator's video with a code the creator gives you. Besides TikTok videos, UGC can hold Instagram posts and files creators upload in the Euka creator app.
Brand Assets holds images and videos you upload there, plus images uploaded in Brand HQ and files attached to creative briefs.
How to use the UGC tab
Find and organize content
Search by creator or video ID, or click Filter to narrow by Favorites, Source, Platform, Content type, Resolution, Meta Ads (linked or not), Tags, Products, Posted Date, and Date Granted. Some brands also get Ad Potential filters: see Ad Potential Score.
Resolution splits the library in two. 1080p gives you only the videos whose file measures at least 1080p (1080 pixels or more on the shorter side), the ones with the 1080p chip on the thumbnail. That can be TikTok's 1080p copy, a photo post, or a video the creator uploaded in the creator app. 720p or below gives you everything else, including videos we haven't measured yet because the sync hasn't finished. All resolutions turns the filter off. Like your other filters, it carries into Export CSV and Upload all, so you can send just your 1080p videos to Meta.
Content type picks Video or Static image. TikTok photo posts count as videos, because we turn them into a slideshow video. Like your other filters, it carries into Export CSV and Upload all.
The list is sorted by Date Granted, newest first. You can sort by Posted Date, TikTok Revenue, or TikTok Views instead.
Columns show each license's Compensation and Duration, and the Meta ads Linked to it, with their Meta Ad Spend and Meta Ad Sales. They also show whether a file is ready (Download Ready) and whether the creator's own file has arrived (Creator Upload).
A 1080p chip on a video's thumbnail means the file you download and send to Meta measures at least 1080p, whether it's TikTok's copy or a video the creator uploaded in the creator app. Without the chip, the file is smaller, or we haven't measured it yet. The same 1080p badge shows beside the creator under Selected videos when you create Meta ads.
To add a row to your favorites, click its star. To tag it, click its Tags cell and pick a tag, or type a new name to create one.
Download files
- Download (the arrow on a row, or its ... menu) saves one file. If we've synced a copy from TikTok, that's the copy you get. Otherwise, you get the creator's HD file.
- Download selected (after you tick videos) and Download all (everything that matches your filters) save the files into a folder you pick. Keep the tab open until they finish. Videos with no file ready are skipped, and Retry failed retries any failures.
Get the creator's file
Creators can upload their original video from the license's page in the Euka creator app. Once their file arrives, Creator Upload reads Yes. An upload that was started but never finished doesn't count. To ask for it, message the creator.
Fix a failed TikTok sync
We copy each licensed TikTok video into the library so you can download it and send it to Meta. Download Ready reads Syncing while that runs, Ready when it's done, and Failed if TikTok couldn't provide the video.
We retry temporary failures on our own. To try again now, use ... > Retry TikTok Sync. If the video is no longer available on TikTok, ask the creator to upload their original.
We take TikTok's 1080p file when TikTok has one for the video, and the 720p file when it doesn't. The copy we hold is the one you download, and the one we send to Meta.
A TikTok photo post has no video file to take, so we make one: its slides over the post's sound, as a 1080 x 1920 video you can download and send to Meta like any other. If we can't read the slides, we treat it as a temporary failure and try again, rather than saving the sound on its own.
Send videos to Meta
You need Meta Ads turned on for your brand and a Meta ad account connected under Settings > Integrations > Meta: see Meta Ads: setup, program, and payouts. A green check on Upload means the video is already in Meta.
- On a row, Upload > Upload to media library puts the video in Meta's media library, and you build the ad in Meta Ads Manager.
- Create ad builds the ad for you, in a campaign and ad set (a group of ads inside a campaign) that you pick. It's offered once the TikTok copy is synced.
- For many videos, tick them and click Upload selected (N), or click Upload all for everything that matches your filters. Then choose the media library or ads. Uploads run in the background and skip videos already in Meta's media library.
Put the video ID in each ad's name so we can link ad results back to it: see Meta Ads: linking ads to creator videos.
Export and share
Export CSV downloads the filtered list with each item's creator, link, source, terms, TikTok revenue and views, Meta ad results, product, sync status, and whether the creator's own file has arrived (Creator Upload). Share selection copies a link that opens the library to exactly the videos you ticked.
How to add brand assets
- Open the Brand Assets tab.
- Click Upload Content.
- Choose an image or video.
- Give it a Name, and a Description if you like.
- Click Upload Content.
Each asset has a Download button. To remove one, open its ... menu and click Delete. This can't be undone.
Rules and limits
- A brand asset must be an image or a video, up to 500 MB.
- Download selected and Download all need Chrome or Edge. Single downloads work in any browser.
- Upload all and Upload selected send up to 5,000 videos at a time.
- Export CSV takes up to 100,000 rows, and a shared selection link up to 200 videos.
- A video keeps the copy we stored when it was licensed, so a video licensed earlier can lack the 1080p chip even when TikTok now offers a 1080p file for it.
- When a Meta Ads creator program ends, the content it licensed leaves the library. So does one creator's program content when they leave the program or you remove them.
What we don't control
- We can't control whether TikTok can provide a video for syncing, or whether a creator uploads the HD file.
- Meta sets its own limits, such as how many ads an ad set can hold: see Meta Ads: setup, program, and payouts.
When something goes wrong
- No licensed content yet: you don't hold usage rights for any video yet. Request them from Content > Videos: see Usage rights.
- Folder downloads require Chrome or Edge: switch to one of those browsers, or download videos one at a time.
- No ad accounts found: connect your Meta Business account under Settings > Integrations > Meta.
- No new videos to upload for the current filters: every match is already in Meta's media library or has no file ready.
- Bulk Meta upload is limited to 5000 licensed-content items: narrow your filters and try again.
- Meta video uploads are temporarily paused: uploads to Meta are paused for everyone. Try again later.
FAQs
How does a video get into Licensed Content?
Through a license. That's either a usage rights request the creator accepts (and that you pay, for a flat fee), or a program whose terms license the videos, such as the Meta Ads creator program. See Usage rights.
Why can't I download a video?
There's no file for it yet: Download Ready isn't Ready, and the creator hasn't sent an HD file. Wait for the sync, use Retry TikTok Sync if it failed, or ask the creator to upload their original.
Is the file I download the HD version?
Only when we have no synced TikTok copy. If Download Ready reads Ready, Download gives you the TikTok copy, even when Creator Upload reads Yes. A 1080p chip on the thumbnail means the file you download measures at least 1080p.
What's the difference between UGC and Brand Assets?
UGC holds creator content you've licensed. Brand Assets holds your own images and videos, which you can store and download but not send to Meta from here.
Why did a video disappear from the library?
Content licensed through a Meta Ads creator program leaves the library when that program ends, or when the creator leaves the program or you remove them. Ads you're already running on that content keep running and keep paying the creator until you stop them.
